DMV is saying, once you are a customer, you cannot leave. Gov-co trying to shut the door on the people of the several states and treating everyone as if they were a 14th Amendment citizen, no matter what. It will take the People making the gov-co accountable via the courts, perhaps. Fortunately, the People have access to Article III courts, where as residents do not.
