Definition of Terms: State, United States... and more
So here is a quick view into the word smith experts who put together the USC. I am looking up some information related to transportation in the 'states' to show that all this legislation is only for Washington DC.

Scroll down to the definition of 'State' :
(21) State.— The term “State” means the 50 States of the United States and the District of Columbia.
Now take special note at the wording of this definition of State. It means the 50 States of the United States. It specifically did not mean the 50 States of the United States of America. They are referring to the 50 administrative States that are in Washington DC.
Now look at the definition of United States:
(24) United states.— The term “United States” means the States of the United States and the District of Columbia
Doesn't say the term United States means the States of the united States of America and the District of Columbia.....
Now if you have read the Constitution of the United States of America, you will see there is a distinct difference between United States and United States of America.
The State of California 1879 (administrative franchise of DC) is located at 444 North Capitol St NW, Washington DC. This is the executive offices (headquarters) of the State of California. With google maps you even take a look at the building with street view.
A really fun exercise is to look up the definition of domicile when applied to a corporation..... Check the facts, but here is a spoiler alert, when it comes to a corporation the headquarters establishes domicile. The State of California 1879 is domiciled in Washington DC.
